Rinse the chicken gizzards thoroughly and place them in a large pot. Add enough water to cover the gizzards completely. Cover the pot with a lid and bring to a boil over medium-high heat. Reduce heat to medium and simmer until the gizzards are tender, approximately 30-45 minutes.

Once the gizzards are tender, carefully drain about half of the water from the pot, leaving the gizzards submerged in the remaining liquid. In a small bowl, whisk together the flavor packets from the ramen noodles with the all-purpose flour. Add just enough water to create a smooth, lump-free slurry. Pour this mixture into the pot with the gizzards. Season generously with salt and pepper to taste. Reduce the heat to low and simmer gently, stirring occasionally, until the sauce/gravy has thickened to your desired consistency, about 10-15 minutes.

While the stew simmers, bring a large pot of lightly salted water to a rolling boil. Add the ramen noodles and cook according to package directions, usually 5-6 minutes, or until al dente. Drain the noodles thoroughly and serve hot, ladling the gizzard stew generously over the top.

For a richer flavor, consider browning the gizzards in a little oil before boiling them. This adds depth to the stew.
Feel free to add other vegetables to the stew, such as diced carrots, celery, or onions, for added nutrition and flavor. Add them to the pot along with the gizzards.
If you prefer a thicker gravy, you can mix a little cornstarch with cold water and add it to the stew during the last few minutes of simmering.
Adjust the amount of salt and pepper to your personal preference. Remember that the ramen flavor packets already contain a significant amount of sodium.
If you like a spicy kick, add a pinch of red pepper flakes to the stew while it simmers.
