Preheat oven to 450 degrees F (230 degrees C). Arrange potato nuggets in a single layer on a 11x17-inch baking sheet. (5 minutes)

Bake in the preheated oven for 15 minutes, or until lightly golden.

Reduce oven temperature to 350 degrees F (175 degrees C). Grease a 9x13-inch casserole dish. (5 minutes)

In a large stockpot or Dutch oven, melt butter over low heat. Add onion, celery, garlic, rosemary, thyme, salt, and pepper. Increase heat to medium-low and cook, stirring occasionally, until vegetables are softened and fragrant, about 15 minutes. Reduce heat to low. Add peas, carrots, and corn. Stir to combine and keep warm. (25 minutes)

While the vegetables are cooking, heat a large skillet over medium heat. Add ground beef and cook, breaking it up with a spoon, until browned and crumbly, about 5-7 minutes. Drain off any excess fat. (10 minutes)

Pour the cooked ground beef into the stockpot with the vegetables. Add Worcestershire sauce and stir well to combine. (2 minutes)

Transfer the beef and vegetable mixture to the prepared casserole dish, spreading it evenly. Arrange the baked potato nuggets evenly over the top. (5 minutes)

Bake in the preheated oven, rotating halfway through, until heated through and the topping is golden brown, about 30 minutes. Sprinkle shredded Cheddar cheese evenly over the top and bake until the cheese is melted and bubbly, about 15 minutes more. (45 minutes)

Let stand for 5-10 minutes before serving. Serve hot with your favorite steak sauce, if desired.

For a richer flavor, substitute ground lamb for half of the ground beef.
Add a splash of red wine while cooking the ground beef for depth.
If you prefer a creamier dish, stir in 1/2 cup of sour cream or cream cheese into the beef and vegetable mixture before baking.
For a spicier kick, add a pinch of red pepper flakes to the vegetable mixture.
Make sure your Tater Tots® are arranged in a single layer on the baking sheet to ensure even cooking and maximum crispiness.
Adjust seasoning to taste. Feel free to add more salt, pepper, or herbs to suit your preferences.
