In a large skillet or Dutch oven, cook ground beef over medium-high heat, breaking it apart with a spoon, until browned and crumbly (7-10 minutes). Drain off any excess grease.

Stir in water, tomato sauce, tomato paste, green chilies (with their juice), instant rice, sugar, chili powder, garlic, oregano, cumin, and salt into the skillet with the cooked ground beef. Ensure all ingredients are well combined.

Bring the mixture to a simmer, then reduce heat to low. Cover the skillet and let it simmer gently, allowing the flavors to meld and the beef to become very tender (about 40 minutes), stirring occasionally to prevent sticking.

For a richer flavor, consider browning the ground beef with a diced onion and bell pepper.
Adjust the amount of chili powder to your preference for heat. A pinch of cayenne pepper can also add extra zing.
If you don't have instant rice, you can use pre-cooked rice. Add it during the last 10 minutes of simmering to heat through.
Serve with your favorite taco salad toppings: shredded lettuce, diced tomatoes, sour cream, shredded cheddar cheese, crushed tortilla chips, guacamole, salsa, olives, etc.
