Preheat the oven to 350 degrees F (175 degrees C). Grease a 9x13-inch baking dish to prevent sticking. (Prep time: 5 minutes)

Carefully cut the tops off of the tomatoes and set them aside to act as lids later. Gently scoop out the pulp from each tomato into a bowl. Place the hollowed tomatoes into the prepared baking dish. (Prep time: 10 minutes)

In a saucepan, bring the water to a rolling boil. Remove from heat and stir in the instant rice. Cover the saucepan tightly and let the rice stand until all the water is absorbed, approximately 5 minutes. (Cook time: 7 minutes)

Heat a large skillet over medium-high heat. Add the ground beef and cook, stirring frequently, until browned and crumbly, about 5 to 7 minutes. Drain off any excess grease. In the skillet, combine the cooked rice, chopped onion, minced garlic, garlic salt (if using), and black pepper with the ground beef. Stir in the tomato sauce and the reserved tomato pulp. Bring the mixture to a boil, then reduce the heat to low and simmer until slightly thickened, around 10 minutes. (Cook time: 22 minutes)

Generously fill each hollowed tomato with the flavorful ground beef mixture. Cover each filled tomato with its reserved tomato top. For added juiciness, pour tomato juice (or vegetable broth) evenly over the filled tomatoes. (Prep time: 8 minutes)

Bake in the preheated oven until the tomatoes are tender and the filling is thoroughly heated, approximately 20 minutes. (Bake time: 20 minutes)

For a richer flavor, brown the ground beef with a tablespoon of olive oil.
Consider adding a pinch of dried oregano or basil to the ground beef mixture for an extra layer of flavor.
To prevent the tomato bottoms from becoming soggy, lightly salt the inside of the tomatoes after hollowing them and let them drain upside down for a few minutes before filling.
If you don't have tomato juice, vegetable broth or even water can be used as a substitute.
For a vegetarian option, substitute the ground beef with cooked lentils or crumbled plant-based ground.
