In the cooled molasses mixture, stir in the butter, lemon zest, anise, ginger, nutmeg, cloves, cinnamon, and cardamom. In a separate small bowl, dissolve baking soda in water, then add this mixture to the molasses mixture and stir well. In a large bowl, sift together the flour, cocoa powder, and baking powder. Gradually add the wet ingredients to the dry ingredients, along with the eggs, mixing until a smooth dough forms. If the dough is too sticky, gradually add the remaining flour until a stiff, manageable dough is achieved.
