Stir until a soft dough forms.

Knead the Dough (6-8 minutes): Turn the dough onto a floured surface and knead until smooth and elastic.

First Rise (1 hour): Place dough in a large, greased bowl, turning to coat. Cover with a damp towel and let rise in a warm place until doubled in size.

Shape the Rolls: Punch down the dough and divide in half. Roll each half on a floured surface to 1/3- to 1/2-inch thickness. Use a 2 1/2-inch round cutter to cut out circles. Brush each circle with melted butter.

Create the Parker House Fold: Using the dull edge of a knife, make an off-center crease in each circle. Fold along the crease, placing the larger half on top, and press along the folded edge to seal.

Second Rise (30 minutes): Grease a baking sheet. Arrange the folded dough circles 2-3 inches apart on the prepared sheet. Cover with a damp towel or plastic wrap and let rise until doubled.

Bake (15-20 minutes): Preheat oven to 375 degrees F. Remove the towel or plastic wrap. Bake until the rolls are golden brown. Let cool on a wire rack.

For an extra-rich flavor, substitute melted butter for vegetable oil in the dough.
Ensure your water and milk are within the specified temperature range for optimal yeast activity. Too hot, and you'll kill the yeast; too cold, and it won't activate properly.
If the dough is too sticky, gradually add more flour, one tablespoon at a time, until it becomes manageable.
For a glossy finish, brush the baked rolls with melted butter immediately after removing them from the oven.
