Reduce the heat to low, then add the minced garlic, ground cumin, and chili powder. Season generously with salt and freshly ground black pepper. Stir continuously for about 1 minute to bloom the spices.

Add the cooked ground beef and diced tomatoes to the pot. Use a spatula or spoon to gently break up the tomatoes. Pour in the water (or beef broth), ensuring the ingredients are just covered. Bring the mixture to a simmer, then reduce the heat to low. Cover and simmer for at least 2 hours, or up to 3 hours for an even deeper flavor. Stir occasionally to prevent sticking.

For a smokier flavor, consider using smoked paprika in addition to the chili powder.
Feel free to add a pinch of cayenne pepper for extra heat.
This chili is even better the next day, as the flavors have more time to meld.
Serve with your favorite toppings, such as shredded cheese, sour cream, chopped onions, or a dollop of guacamole.
