Preheat the oven to 350 degrees F (175 degrees C). Line a baking sheet with a silicone liner (such as Silpat). Spray the liner with cooking spray, ensuring complete coverage. (5 minutes)

In a bowl, whisk together 1/2 cup plus 1 tablespoon of flour, salt, baking soda, and cocoa powder until thoroughly combined. Sift the mixture if it appears clumpy. (5 minutes)

In another bowl, mix the softened butter, both sugars, and vanilla extract with a spatula until you achieve a smooth paste. Add the flour mixture along with the milk, stirring until the batter is smooth and stiff. Use a cookie scoop to drop 12 scoops of batter onto the prepared baking sheet. (10 minutes)

Bake in the center of the preheated oven until the tops of the cookies no longer appear wet and shiny, approximately 9 to 10 minutes. Remove from the oven and tap and shake the pan on the counter 5 times to settle and compress the cookies. Allow the cookies to cool to room temperature on the pan, about 15 minutes. (25 minutes)

Transfer the baking sheet to the freezer until the cookies are firm, about 15 minutes. (15 minutes)

Remove from the freezer and carefully remove the cookies from the pan by lifting the silicone liner under each one. Poke 10 to 12 holes in the surface of each cookie using the sharp edge of a chopstick. Return to the freezer until ready to assemble. (10 minutes)

When ready to assemble, remove the cookies from the freezer. Turn one cookie upside down, place 1 scoop of vanilla ice cream on top, and sandwich with a second cookie. Serve immediately, or wrap in plastic wrap and freeze for 3 hours before serving. Repeat to make the remaining ice cream sandwiches. (5 minutes)

For an extra touch of flavor, consider adding a pinch of espresso powder to the cookie dough.
If you don't have a silicone liner, parchment paper works well too.
