Preheat the oven to 350 degrees F (175 degrees C). Line a 9x13-inch baking pan with foil. (5 minutes)

Whisk water, steak sauce, and onion soup mix together in a small bowl. Pour a small amount into the bottom of the prepared pan. Place the flank steak in the pan, then pour the remaining sauce over the steak. Cover the pan tightly with foil. (10 minutes)

Bake in the preheated oven until the steak is very tender and cooked through, approximately 1 to 2 hours. An instant-read thermometer inserted into the center should read 140 degrees F (60 degrees C) for medium. (60-120 minutes)

For an even richer flavor, sear the flank steak in a hot skillet with a little oil before braising.
Add sliced onions and carrots to the pan for extra flavor and a more complete meal.
If the sauce is too thin after braising, remove the steak and simmer the sauce on the stovetop until it thickens to your desired consistency.
