Preheat the broiler: Position the oven rack about 6 inches from the heat source and preheat the broiler. Line a baking sheet with aluminum foil. (5 minutes)

Broil the peppers: Place poblano peppers cut-side down onto the prepared baking sheet. Broil until the skins are blackened and blistered. (5-8 minutes)

Steam the peppers: Transfer the blackened peppers to a bowl and cover tightly with plastic wrap. Allow them to steam as they cool. (10 minutes)

Sauté the beef: Heat a large skillet over medium-high heat. Add ground beef, chili powder, garlic, cumin, oregano, cayenne pepper, paprika, chipotle pepper, salt, and black pepper. Cook and stir until the beef is no longer pink. Add onion and cook until slightly softened. Add diced tomatoes with green chiles and cook until onions are translucent. Let the beef mixture cool. (11 minutes)

Preheat the oven: Preheat the oven to 350 degrees F (175 degrees C). Spray a casserole dish with cooking spray. (5 minutes)

Assemble the casserole: Rinse the poblano peppers under water to remove the skins; discard the skins and drain peppers on paper towels. Place a layer of peppers on the bottom of the prepared dish, followed by 1/3 of the beef mixture, and then 1 cup of shredded Mexican cheese blend. Repeat layers twice more in the same order.

Bake: Bake, uncovered, in the preheated oven until golden brown on top. (35 minutes)

For a richer flavor, consider using a blend of ground beef and chorizo.
Feel free to adjust the amount of cayenne pepper and chipotle pepper to control the level of spiciness.
Serve with dollops of low-fat sour cream, pico de gallo, or your favorite salsa.
To easily peel the peppers, ensure they are thoroughly blackened under the broiler and steamed well.
