In a medium-sized pot, combine the reserved clam juice and water (or bottled clam juice). Add the diced potatoes and onions.

Add the whole milk, evaporated milk, butter, dried parsley, dried thyme, Old Bay Seasoning, and celery salt to the pot. Season with black pepper to taste.

Gently stir in the crushed saltine crackers and the drained minced clams.

Simmer the chowder over low heat until it is heated through and just about to boil, approximately 5-10 minutes. Be careful not to let it boil, as this can cause the milk to scald and separate.

For a richer flavor, consider using heavy cream instead of milk.
If you prefer a smoother chowder, you can use an immersion blender to partially blend the soup before adding the clams.
Fresh thyme can be substituted for dried thyme. Use about 1 tablespoon of fresh thyme leaves.
Adding a small amount of diced celery along with the onion will enhance the flavor.
Adjust the amount of Old Bay Seasoning to your preference.
To prevent sticking, stir the chowder frequently, especially as it thickens.
