In a medium-sized mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and cream of tartar until well combined. Cut in the vegetable shortening using a pastry blender or your fingertips until the mixture resembles coarse crumbs. Gradually sprinkle in the milk, stirring until just combined. (10 minutes)

Turn the dough out onto a lightly floured surface and gently knead for about ten strokes. Over-kneading will result in a tougher cookie. Divide the dough in half. (5 minutes)

In a small bowl, thoroughly mix together the packed brown sugar and ground cinnamon. On a lightly floured surface, roll out one half of the dough into a 12x10 inch rectangle. Brush the rectangle evenly with half of the melted butter, then sprinkle half of the cinnamon-sugar mixture uniformly over the buttered surface. (10 minutes)

Cut the rectangle into five strips, each measuring 12 x 2 inches. Carefully stack the strips on top of one another, creating a layered dough. Cut the stack into 2-inch squares. Place each square, layered side down, into the prepared muffin cups. Repeat with the remaining dough, butter, and cinnamon-sugar mixture. (15 minutes)

Bake in the preheated oven for 10-12 minutes, or until the cookies are golden brown and cooked through. (12 minutes)

While the cookies are baking, prepare the icing: In a small bowl, whisk together the confectioners' sugar and milk until smooth and glossy. (5 minutes)

Once the cookies are removed from the oven, let them cool in the muffin pan for a few minutes before inverting them onto a wire rack. Drizzle the icing over the warm cookies. Serve immediately and enjoy! (10 minutes)

For best results, use cold butter and milk to keep the dough tender.
Feel free to add a pinch of nutmeg or cardamom to the cinnamon-sugar mixture for an extra layer of flavor.
