Preheat and Prepare: Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13-inch baking pan. (5 minutes)

Cinnamon-Sugar Base: In a small bowl, mix 2 tablespoons white sugar and 2 teaspoons ground cinnamon. Sprinkle half of this mixture evenly into the bottom of the greased pan. Reserve the remaining cinnamon-sugar for topping the cake batter. (3 minutes)

Cream Wet Ingredients: In a large bowl, cream together 2.5 cups white sugar, softened butter, and vanilla extract using an electric mixer until light and fluffy. Beat in the eggs one at a time, mixing well after each addition. (7 minutes)

Combine Dry and Wet: In a separate bowl, sift together all-purpose flour, 1 tablespoon cinnamon, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, alternating with milk, beginning and ending with the dry ingredients. Mix until just combined. Do not overmix. (8 minutes)

Assemble Cake Layers: Pour the cake batter into the prepared baking pan, spreading evenly. Sprinkle the reserved cinnamon-sugar mixture over the batter. Set aside. (4 minutes)

Prepare Streusel Topping: In a medium bowl, whisk together brown sugar and cake flour until well combined. Cut in the cold, cubed butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs. (10 minutes)

Add Streusel and Bake: Sprinkle the streusel topping evenly over the cake batter. Bake in the preheated oven for 35 to 40 minutes, or until a wooden skewer inserted into the center comes out clean. (40 minutes)

Cool and Serve: Let the cake cool completely in the pan before cutting into squares and serving. (60 minutes)

For extra richness, use brown butter in the cake batter. Simply melt the butter and cook until it turns golden brown and smells nutty, then let it cool slightly before using.
If you don’t have cake flour, you can make your own by measuring out 3/4 cup all-purpose flour, removing 1 1/2 tablespoons, and replacing it with 1 1/2 tablespoons of cornstarch. Whisk together well.
Store leftover cake in an airtight container at room temperature for up to 3 days.
