In a saucepan, combine the vegetable broth, water, and quinoa. Bring to a boil, then reduce heat to low, cover, and simmer until the quinoa is tender and the liquid is absorbed. (15-20 minutes)

Spread the cooked quinoa on a large plate or baking sheet to cool slightly.

Heat 1 tablespoon of olive oil in a large skillet over medium heat. Sauté the chopped onion until translucent, then add the grated zucchini and carrot. Cook until softened. (3-5 minutes)

Transfer the cooked vegetables to a large bowl and let them cool slightly.

In the bowl with the cooled vegetables, add 3 cups of the cooled quinoa. Season generously with garlic powder, salt, and freshly ground black pepper.

Pour in the lightly beaten eggs and the ground oat powder. Stir until everything is well combined and the mixture holds together.

Divide the mixture into 14 equal portions and shape each portion into a patty.

Heat 2 tablespoons of olive oil in the same skillet over medium heat. Fry the patties until golden brown on both sides. (2 minutes per side)

Add more oil to the skillet between batches as needed to prevent sticking.

For best results, ensure the quinoa and vegetables are cooled before mixing to prevent the eggs from cooking prematurely.
Feel free to add other vegetables like bell peppers, corn, or spinach to customize the patties.
Serve with a dollop of Greek yogurt, a drizzle of sriracha mayo, or your favorite dipping sauce.
