In a multi-functional pressure cooker (such as Instant Pot), combine the olive oil, sliced celery, sliced onion, and sliced garlic. Select the 'Sauté' function and cook, stirring occasionally, until the vegetables soften and become fragrant (approximately 5 minutes).

Add the chopped potatoes, vegetable broth, salt, and pepper to the pot. Stir to combine. Close and lock the lid of the Instant Pot, ensuring the steam release valve is set to the 'Sealing' position.

Select the 'High Pressure' setting and set the timer for 10 minutes. Allow the Instant Pot 10 to 15 minutes to come to full pressure.

Once the cooking time is complete, allow the pressure to release naturally for 15 minutes. After 15 minutes, carefully release any remaining pressure manually, following the manufacturer's instructions. Unlock and remove the lid.

Using an immersion blender (or carefully transferring the soup to a regular blender in batches), puree the soup until completely smooth and creamy.

Serve the soup immediately while warm, garnished with a swirl of cream or a sprinkle of fresh herbs, if desired. Alternatively, allow the soup to cool completely and serve as a chilled soup on a warm day.

For a richer flavor, consider adding a tablespoon of butter or a drizzle of heavy cream after pureeing.
A pinch of nutmeg or a bay leaf added during cooking can add a subtle depth of flavor.
If you prefer a thinner soup, add more vegetable broth to reach your desired consistency.
