In a large nonstick skillet, heat over medium-high heat. Add ground beef and onion; cook, breaking up the beef, until browned and crumbly (5-7 minutes). Reduce heat to low, then stir in diced tomatoes, black beans, picante sauce, and taco seasoning. Simmer until most liquid evaporates (about 20 minutes).

Preheat the oven to 350 degrees F (175 degrees C). Spray a 9x13-inch baking dish with cooking spray.

Arrange flour tortillas in the baking dish, overlapping to cover the bottom and sides. Spread the beef mixture evenly over the tortillas. Sprinkle with 3/4 cup Monterey Jack cheese, 3/4 cup pepper Jack cheese, and 1 1/2 cups crushed tortilla chips. Cover tightly with aluminum foil.

Bake in the preheated oven for 25 minutes. Remove from oven and discard the foil. Sprinkle remaining Monterey Jack cheese, pepper Jack cheese, and crushed tortilla chips on top. Return to the oven and bake uncovered until the cheese is melted and bubbly (8-10 minutes).

Garnish with chopped green onion and cilantro. Serve immediately with a dollop of sour cream, or to taste.

For an extra layer of flavor, try adding a can of drained corn to the beef mixture.
Feel free to substitute ground turkey or chicken for the ground beef.
Spice it up by using a hotter picante sauce or adding a pinch of cayenne pepper to the beef mixture.
Store leftovers in an airtight container in the refrigerator for up to 3 days. Reheat in the microwave or oven until warmed through.
