In a saucepan, bring brown rice and enough water to cover to a boil. Reduce heat to medium-low, cover, and simmer until rice is tender and the liquid has been absorbed (approximately 45-50 minutes).

Cut off the stem of the red cabbage. Gently peel off the leaves, being careful not to tear them. Place the individual leaves in a large pot of boiling water and cook for 5 minutes. Reduce heat and simmer until tender but still slightly crunchy and vibrant red (approximately 8-10 minutes more). Drain well.

Heat olive oil in a large skillet over medium-high heat. Sauté celery, onion, and garlic until softened (approximately 5-7 minutes). Add ground turkey and season with sea salt. Cook, stirring occasionally, until turkey is browned and crumbly (approximately 5-7 minutes). Add crushed tomatoes and cooked rice. Cook, stirring occasionally, until the flavors meld together (approximately 10-15 minutes).

Place one cabbage leaf on top of each tortilla. Fill with the turkey-rice mixture. Fold up the bottom end and roll into a tight burrito.

Heat a grill pan over medium heat. Cook the burritos, in batches, until the outsides are crunchy, flipping as necessary (approximately 5 minutes per batch). Repeat with the remaining burritos.

For a cheesy variation, sprinkle shredded cheddar or Monterey Jack cheese over the turkey-rice mixture before rolling up the burritos.
To make ahead, prepare the filling and cabbage leaves, then assemble the burritos just before cooking. Alternatively, fully assembled burritos can be refrigerated for up to 24 hours before grilling.
Experiment with different seasonings! A pinch of chili powder or cumin can add a smoky depth to the filling.
