Bake the casserole until the egg mixture is absorbed and the top is golden brown, about 45-50 minutes. If the top begins to brown too quickly, cover with foil during the last 20 minutes of baking. (50 minutes)

Whisk in the flour and cook, stirring constantly, for about 1 minute until smooth. Gradually whisk in the milk until the mixture is smooth. Bring to a boil, then reduce heat to low and simmer, stirring occasionally, until thickened, about 3 minutes. Stir in the remaining 1/2 teaspoon salt, 1/4 teaspoon pepper, and nutmeg. Cook for about 8 minutes on low heat, stirring occasionally, then remove from heat. (15 minutes)

Remove the casserole from the oven and turn on the broiler. Pour the cream sauce evenly over the casserole and sprinkle with the grated Parmesan cheese. Place the casserole back in the oven and broil until the top is bubbly and lightly browned, about 3 minutes. (5 minutes)

For an extra layer of flavor, consider adding a sprinkle of smoked paprika to the cream sauce.
