Heat the vegetable oil in a large, heavy-bottomed skillet over medium heat. Gradually add flour, stirring constantly, until it turns a rich, golden brown. Slowly whisk in 1 cup of the spiced cooking water to create a smooth, thickened sauce. Stir in the cumin, chopped fresh parsley, and salt to taste.

Transfer the thickened sauce mixture into the saucepan with the beef. Reduce heat to low and simmer gently, stirring occasionally, until the beef is exceptionally tender, approximately 1 1/2 hours.

For a deeper flavor, consider searing the beef cubes before simmering. This will add a rich, browned crust to the meat.
Adjust the amount of chile powder to your preferred level of spiciness. Taste as you go and add more for a bolder flavor.
If you don't have guajillo chile powder, you can substitute with a combination of ancho and New Mexico chile powders.
Serve with warm tortillas, a dollop of sour cream, and a sprinkle of fresh cilantro for a complete and satisfying meal.
