In a separate bowl, cut the flour and vegetable shortening together using a pastry cutter or your fingertips until the mixture resembles coarse crumbs. Gradually stir in cold water, 1 tablespoon at a time, just until the dough comes together. (10 minutes)

On a lightly floured surface, roll the dough out to a rectangle slightly larger than your baking dish. Carefully place the dough over the filling, ensuring the edges of the crust fit neatly over the edge of the dish. Cut several slits in the dough with a sharp knife to allow steam to escape; cover the dish loosely with foil to prevent excessive browning. (5 minutes)

Bake in the preheated oven until the crust is golden brown and the filling is bubbly, approximately 40 minutes. Remove the foil during the last 10 minutes of baking for optimal browning.

For an extra layer of flavor, try adding a splash of Worcestershire sauce or a pinch of smoked paprika to the filling.
Feel free to substitute other vegetables based on your preference or what you have on hand. Peas, corn, or mushrooms would all be delicious additions.
If you don't have vegetable shortening, you can use butter, but the crust may not be as flaky.
