Place raisins in a heatproof bowl; pour hot water over the raisins to cover. Let them soak and plump up for about 5 minutes. (5 minutes)

For the crust: In a large bowl, whisk together 1 1/2 cups flour. Cut in 1/2 cup softened butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs. Stir in 1/4 cup brown sugar. Press this mixture evenly into the bottom of a 9x9-inch baking pan. (10 minutes)

Bake the crust in the preheated oven until it's lightly golden brown, about 15 minutes. Remove from oven, but leave the oven on. (15 minutes)

For the filling: In a mixing bowl, beat together 1 cup brown sugar and 1/3 cup softened butter until smooth and creamy. Stir in the egg, vanilla extract, and heavy cream until well combined. Drain the soaked raisins. Gently stir the drained raisins and 1 tablespoon of flour into the butter mixture. (10 minutes)

Pour the raisin mixture evenly over the pre-baked crust. (2 minutes)

Return the pan to the oven and bake until the filling is bubbly and set, about 20 minutes. (20 minutes)

Remove from the oven and let the squares cool completely in the pan before cutting into squares. This will take about 30 minutes. (30 minutes)

For a richer flavor, use dark brown sugar instead of light brown sugar.
Ensure the butter is softened but not melted for both the crust and the filling.
To prevent sticking, line the baking pan with parchment paper, leaving an overhang for easy removal.
Serve these squares slightly warm or at room temperature for the best gooey texture.
