In a medium saucepan, combine the chocolate chips, sweetened condensed milk, and vanilla extract. Cook over medium-low heat, stirring constantly, until the chocolate is melted and the mixture is smooth. (5 minutes)

Pour the chocolate mixture evenly over the prepared oatmeal base. (2 minutes)

Crumble the remaining 1/4 of the oatmeal mixture over the chocolate layer. Gently press the oatmeal crumbles into the chocolate to help them adhere. (3 minutes)

Bake in the preheated oven for 25-30 minutes, or until the top is lightly golden brown and the chocolate filling is set. The center may still appear slightly moist, but it will firm up as it cools. (30 minutes)

Let the bars cool completely in the pan on a wire rack before cutting into squares. This may take about 45 minutes, but it’s worth the wait to ensure clean cuts. (45 minutes)

For extra fudgy bars, use dark chocolate chips.
Store cooled bars in an airtight container at room temperature for up to 3 days.
To easily cut the bars, chill them in the refrigerator for 30 minutes before slicing.
