Heat the vegetable oil in a large skillet over medium heat. (2 minutes)

Add the green and red bell pepper strips and sauté until tender-crisp, about 10 minutes. Remove the peppers from the skillet and set aside. (12 minutes)

Place the steak strips and grated onion into the skillet. Cook and stir, breaking up any clumps, until the steak is evenly browned and no longer pink inside, approximately 10 minutes. (22 minutes)

Return the cooked peppers to the skillet with the steak. Stir in the crushed tomatoes, water, and sugar. Season generously with salt and pepper to taste. (25 minutes)

Reduce heat to low, cover, and simmer for 45 minutes to 1 hour, stirring occasionally, until the steak is wonderfully tender and the sauce has thickened to your liking. (85 minutes)

For an extra depth of flavor, consider adding a splash of soy sauce or Worcestershire sauce to the sauce while simmering.
If you prefer a thicker sauce, you can whisk a tablespoon of cornstarch with two tablespoons of cold water and stir it into the skillet during the last 15 minutes of simmering.
Round steak can be substituted with sirloin steak. Adjust cooking time as needed.
