For the Seven Minute Frosting: In the top of a double boiler, combine 1 1/2 cups granulated sugar, 1/3 cup water, 2 egg whites, 1/4 teaspoon cream of tartar, and 1 teaspoon vanilla extract. Beat constantly with an electric mixer while the water boils in the bottom pot. Beat until stiff peaks form, about 7 minutes. Remove from heat and continue beating for a minute or two to cool slightly.
