Step

Heat oil in a large pot or Dutch oven over medium-high heat. Add beef and brown on all sides, about 10 minutes. Add garlic and cook until fragrant, 2-3 minutes. Deglaze the pot with red wine, scraping up any browned bits from the bottom. Cook until the alcohol has evaporated, about 5 minutes. Add celery and onions and cook until softened, about 5 minutes.

Pour in 10 cups of water. Stir in tomato paste, salt, sugar, bay leaves, and black pepper. Bring to a boil, then reduce heat to low, cover, and simmer for 1 hour, or until beef is tender.

Add carrots to the stew and cook for about 10 minutes, or until slightly tender. Add potatoes and cook for an additional 10-15 minutes, or until tender.

In a small bowl, whisk together cornstarch and 1/4 cup water to create a slurry. Gradually add the slurry to the stew, stirring constantly. Simmer for about 3 minutes, or until the stew has thickened to your desired consistency.

For a richer flavor, try searing the beef in batches to avoid overcrowding the pot.
Feel free to add other vegetables such as green beans or peas to the stew.
If you don't have red wine on hand, you can substitute with beef broth.
Adjust the amount of salt and sugar to your preference. Some people prefer a sweeter stew, while others prefer a more savory one.
