In a large, heavy-bottomed pot or Dutch oven, heat olive oil over medium-high heat. Add beef in batches, browning on all sides. Remove beef and set aside. (Approximately 15-20 minutes)

Stir sugar into the pot drippings. Add onions and cook, stirring occasionally, until golden brown. Remove onions from the pot. (Approximately 20-25 minutes)

Return beef to the pot and arrange onions on top. In a separate bowl, whisk together tomato paste, red wine, and red wine vinegar. Pour mixture over the beef and onions.

Place garlic, pickling spices, bay leaf, cinnamon stick, and rosemary in a spice bag or tie them together with cheesecloth; add to the pot. Season with salt and pepper to taste.

Bring to a simmer, then reduce heat to low, cover, and simmer for 2 to 3 hours, or until the beef is fork-tender, adding more liquid (water or beef broth) if necessary to prevent sticking. (Approximately 120-180 minutes)

Remove spice bag before serving. Serve hot with mashed potatoes, Greek salad, feta cheese, olives, and crusty bread.

Scoring the onions allows them to better absorb the flavors of the stew.
For a richer flavor, sear the beef in batches to avoid overcrowding the pot.
Adjust the amount of red wine vinegar to your preference for tanginess.
Serve with a generous dollop of Greek yogurt or sour cream for added creaminess.
