In a medium saucepan over medium heat, combine cranberries, granulated sugar, and water. Stir frequently, bringing the mixture to a boil. Reduce heat and simmer, stirring and gently mashing the cranberries, until the mixture thickens significantly. This should take approximately 15 minutes. Allow the jam to cool completely, about 30 minutes.

Preheat your oven to 350°F (175°C). Line an 8-inch square baking pan with aluminum foil, ensuring the foil extends over the edges for easy removal. Lightly spray the foil with cooking spray to prevent sticking.

In a food processor, pulse together the flour, rolled oats, chopped pecans or walnuts, light brown sugar, baking powder, salt, cinnamon, and nutmeg. Pulse about 3 times to combine. Add the room temperature butter and pulse until the mixture begins to form clumps.

Press half of the dough mixture firmly and evenly into the bottom of the prepared baking pan. Spread the cooled cranberry jam evenly over the pressed dough base. Sprinkle the remaining dough mixture evenly over the jam layer and gently press it down to create an even topping.

Bake in the preheated oven for 45 to 50 minutes, or until the top is golden brown. Allow the bars to cool completely in the pan on a wire rack.

Once completely cooled, use the foil overhang to lift the pastry from the pan. Cut into bars and serve.

For a richer flavor, consider toasting the pecans or walnuts before chopping.
If you don't have a food processor, you can mix the dry ingredients in a bowl and cut in the butter using a pastry blender or your fingertips.
To make the dough ahead of time, combine the dry ingredients and butter, then store in an airtight container in the refrigerator for up to 3 days. Bring to room temperature slightly before pressing into the pan.
