Gradually add the cold water, about 1 tablespoon at a time, mixing until a dough forms. Knead the dough for 10 minutes. Cover the bowl with a damp cloth and let the dough rest for 40 minutes. (Total time: 55 minutes)

Turn the dough onto a lightly floured work surface and divide it into 4 equal pieces.

Roll one piece of dough into a large, thin round. Brush the top with vegetable oil and sprinkle with about 1/2 teaspoon of salt and 1/4 of the minced green onions. Pick up one end of the round and roll the dough around the green onions into a long, scroll shape. Take one scroll end and roll the dough into a disk. Repeat with the remaining dough, letting each disk rest for 10 minutes. (Total time: 25 minutes)

Heat about 1 tablespoon of vegetable oil in a skillet over medium-low heat. Place one disk on a floured surface and roll it into a 1/2-inch thick round. Cook in the hot oil until golden brown, 2 to 3 minutes per side. Repeat with the remaining disks. (Total time: 8-12 minutes)

For a crispier pancake, use a combination of vegetable oil and sesame oil for cooking.
These pancakes can be frozen after step 3. Thaw completely before cooking.
Feel free to add other seasonings to the scallion mixture, such as ginger, garlic, or chili flakes.
